BASE BID
The scope of work includes but is not limited to, the following improvements at Kenneth B. George Memorial Park, located at 550 Riverside Way, River Edge, NJ 07661: Construction of a new synthetic turf baseball infield, new pickleball courts, a clay softball field, installation of associated drainage improvements, fencing, and other related site enhancements necessary to complete the overall project. The field will be rehabilitated and enhanced to improve functionality, increase durability, and support long-term recreational use.
The project is scheduled to commence in the first week of September 2025 and must be completed prior to March 2026 to ensure the facility is ready for the Borough’s Spring 2026 recreational activities.
Time of Completion for this project is 120 calendar days from the Notice to Proceed.
Liquidated Damages for this project is at $500 per calendar day.
Maintenance Guarantee for the project is 100% of Project cost for 2 years from the acceptance of work.
Drawings and specifications for the above contract may be seen and obtained from the Project Engineer, Jeyson F. Flores (Jeysonf@costaeng.com), Costa Engineering Corporation, 325 South River Street, Hackensack, NJ 07601 during business hours 9am-5pm, commencing Wednesday, June 18, 2025. Copies of the specifications and drawings will be furnished to each bidder for $50 for electronic copies only (which is non-refundable), Payable to Costa Engineering Corp., The Borough reserves the right to limit the number of sets given to any bidder. Hard copies can be requested 24 hours in advance at $100 per set.
Bids must be prepared on the forms furnished with the specifications and must be enclosed in a sealed envelope. Bids must be plainly marked to indicate the name and address of the bidder and bear the word “Bid” upon the outside of the envelope. Bids may either be mailed or delivered in person. Mailed bids will be held and opened at the appropriate date and time. Bids received after the time for opening bids will be returned unopened. All bids must be accompanied by electronic version in CD/DVD/ Flash Drive Form.
The Borough reserves the right to reject any or all Bids for any and all causes as may be permissible in the Local Public Contracts Law.
Pursuant to N.J.S.A. 34:11-56.37 and 34:11-56.38 of the “Prevailing Wage Act,” no public works contract may be awarded to any contractor and subcontractors or to any firm, corporation or partnership in which they have an interest while on the Debarred Contractors List until the expiration date given.
The proposal is being solicited through a fair and open process in accordance with the N.J.S.A. 19:44A-20.4 et seq.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq, and N.J.A.C. 17:27, which deal with Affirmative Action in relation to discrimination in connection with certain public contracts. All construction contracts equal to or greater than $1,000,000 must comply with N.J.A.C. 17:27-7.4.
All bids must comply with the local Public Contract Laws, N.J.S.A. 40A:11-1 et seq.
